my GIMP suddenly not allowing me to export the works in whatever format other than the default format.  The print function is also gone.

I've reinstall the program but it doesn't help

The first thing to try is disabling your Gimp user profile. 

Rename. C:\Users\"yourname"\AppData\Roaming\GIMP\2.10\  to C:\Users\"yourname"\AppData\Roaming\GIMP\2.10-backup\

It is a hidden folder see:

Start Gimp and a new default user profile is created.

Does that make any difference - Yes / No ?

If No then you need to give more details. Version of Gimp ? Did you get it from gimp.org ? Is it a regular installation? A screenshot of Gimp Edit -> Preferences -> Folders -> ..the plugins folder containing details of the paths used.
