2nd layer not resizing

I'm new to this program and for some reason i cant get my 2nd layer to resize.
what am i doing wrong any help would be great.

Do you mean "scale layer"?
If you reduce the size, it shows up completely, if you increase the size you see only the image size, which constitute a boundary; to see it fully you have to apply "resize canvas to layers"

yes that's what i mean.
 I can work with the bottom layer but when i try to work with the layer above it will not do a darn thing.
plus i cant get rid of the marching ants on my image.
what am i doing wrong? Its driving me nuts.

Select>None.  But if the ants aren't marching, what you are seeing is not the selection, but the layer boundary...

what I'm trying to do is get the other picture to come active so i can edit it.
but for some reason it will not allow me to edit the picture when i select the photo.
I am selecting the photo 
it is high lighted 
But i cant work with it what am i doing wrong?

Ok I'm right now working with three pics what i want to do is rescale two of them
Now here is the problem when i click on a pic to rescale it. the rescale box will only 
selects the background i can not rescale the the other pics. 
what am i doing wrong? is there a step I'm missing? 
The videos that i have been watching are helping me .
But i have to be missing something here.

Can you post a screenshot that shows at least the image and the layers list?
