It looks like perspective motion blur.....
.......thats a tough one....you could use this technique using a brush dynamic (Fade Size).
Or get the same effect by interpolating two different sized paths with ofnuts' path-inbetweener.
But its not the exact same effect.
....or you stroke a path with a dotted line, apply Motion Blur (Zoom) and crank up the Alpha, then duplicate until you get the desired opacity.
