Certainly looks that way, arialn.ttf shows up in the font list as Arial,Condensed - is that correct? Shows in Gimp 2.8 but not in 2.10.
I have Windows (VMs) XP / Win 7 and arialn.ttf is not in any of them. It gets installed with additional software, probably MS Office.
I did find a copy to download, as a try-out in Gimp 2.10 best I can suggest for backward compatibility with Gimp 2.8 is this replacement font: ArialNarrow.otf

If using Windows, don't just install it, put it in the Gimp 2.10 folder
C:\Users\your-name\AppData\Roaming\GIMP\2.10\fonts and it will be there for those legacy Gimp 2.8 files.
If it does not work for you, nothing much lost. only a small download.
Thanks. Gimp 2.10 acts 'better' with that installed as it recognizes the font but it is not the same font as in 2.8. As soon as I edit a Text field it all changes to a different font/spacing and messes everything up. So back to 2.8. I don't need 2.10 really.
