Can't drag and drop to reorder layers - fixed

Hi, in my case the culprit was Nvidia Game Overlay, I had to open Gforce Experience -> Settings -> General -> disable the game overlay.
Gimp was perfectly fine on the second monitor, but not on the main one. Now it's fixed
