Solution 1: Make the canvas big enough to fit your imported image (Image > Fit canvas to layers), then scale the layer, then make the canvas fit again.
Solution 2: Use Layer > Scale layer and enter the size directly.
Solution 3: If you do this often, you can use my ofn-autoscale-layer script

Thanks. I did finally figure it out. I want precise scaling control so used the Unified Transform tool and set the transform to Layer in the Tool Options. Then set the Clipping option to Show image preview and Composted preview. So now I can size the image just like Photoshop. Whew.... transferring over to GIMP from 30 years of Photoshop is quite the challenge. Thanks for your help!
