I purchased a power hub. I plug the scanner into it then route that output to the box. No problems since then.
If it works with other applications but not Gimp then most probably the Gimp twain.exe plugin not working . That Xsane plugin is a linux plugin not Windows.
What version of Gimp are you using? Is it really Gimp 2.8? There are versions of Gimp 2.10 that definitely do not work, Partha 64 bit for example. The Gimp twain.exe plugin is 32 bit and very old.
While I had my old LiDE 30 out I tried it in a Windows Virtual Machine (XP / Gimp 2.8) not working there. Gives the 'unable to communicate' message even with the Canon utility. Guessing a (virtual) USB port issue, which might lead back to your power USB hub providing power but not compatibility with Gimp. I must have had it working one time, long ago, when I used Windows on a real computer.

Two parts to that, as a capture device , same as the scanner it depends on the Windows TWAIN installation so chances it does not. As a storage device to transfer images you have taken it should show as another drive in Windows.

Depends how old it is, The scanner support is mostly built in to the linux kernel but you need the sane and xsane packages for Gimp. Which Linux is installed?

That might actually be a better bet than the Canon. Still relies on the Windows TWAIN installation. Check if there is Win10 software for it. Might be more compatible than Canon.

Gimp might not be the best application for this. One page at a time? The software that comes with the scanner might be quicker on a page-by-page basis. Then as a suggestion use Gimp 2.10 in Win10, get the gmic http://www.gmic.eu plugin which has filters for improving scan page quality.
