I will try and keep short. Your first post has Gimp 2.8.14 installed. Changed to Gimp 2.10.12

If you got the windows installer (currently gimp-2.10.12-setup-3.exe from http://www.gimp.org then that should work, but I do not have any way to check it with a scanner. My regular scanner is a Brother I use in linux.

You will be using a Gimp 2.8.x (x depending on Ubuntu version) Install sane and xsane packages. Plug the Canon in see if it works.
