7 possibilities for a fix. Never very convinced by the usual MS "reinstall everything" The bit on two-way communication sounds feasible. There is an 8th option - despair.

Not Windows. Back in post #4 (x)sane only Linux (or OSX) All those references require a working SANE or a connection to a server running SANE. There is/was a Windows twainSANE - never been updated since WinXP chances of working are zero.
Not looking very promising for Windows.
What happened to your old linux machine (which linux version? ) As an experiment, pulled the ancient LiDE 30 from junkbox (again) fired up ancient laptop (c.2007, I keep next to junkbox for usb hauppauge video grabber).
Installed Sane and xSane. Plugged scanner into computer. A reboot for linux to see the scanner (which might be worth looking at) ..and it just works.
lenovo x61, xubutu 16.04, Gimp 2.8
