Bitmap images have sizes in pixels. For the web the resolution is irrelevant. Use Image > Scale Image to get the correct size in pixels for the web.
For printing (eg printing on paper) the resolution is used. You can change the resolution with Image > Print Size. When you change the resolution the new print size is shown.

I am interested with web. images. Ok: I know how to resize them. Image -resize.
But if I want to improve color after resizing what procedure to follow? The color kind of not clear.
Assuming that I don't have this fancy plugin since it not compatible yet.
Should I go to Colors ... and then what Color Balance/Color temperature/Map/etc?
Right now I randomly try to improve pictures..
Is there any short clear explanation what all those options entitled to do and what order to go from one option to another?
