Sorry but you are not going to get very far if you need to ask that question
That is the procedure for compiling a plugin from code in linux, might be the same in OSX but I doubt that it will be that simple.
Not many (none) Mac users here at present, A quick look at what is available and you might be better off changing the version of Gimp you use to one from here
