When Gimp starts it scans a pair of directories for plugins, and calls them one after another to let them "register". In subsequent starts, it checks the file timestamp against the previous registration data and skips the registration process if the executable isn't newer than its recorded registration data.
No reason why it would stop on tile.exethough, unless tile.exe is locked by some antivirus...
