Very much in the eye of the beholder
For a very regular effect use the gradient tool in bilinear mode https://i.imgur.com/P51vlsE.jpg
I wanted something a bit irregular so painted in black over a grey base with a fuzzy brush then gave that a good Gaussian blur. https://i.imgur.com/0eb4tUE.jpg Then used in Focus blur.
As it happened I was not very happy with that, backed off (ctrl-z is your friend) painted in a bit more black, bit more blur and Focus blur again. Pays to experiment.
