Creating a rectangle with text, laid on a map

A simple way:

• Create the text layer with the text tool
  
• Layer>Layer to image size (*)
  
• Create a rectangle selection that frames your text
  
• Set the foreground color to red
  
• Edit>Stroke selection (choose "line mode")
  

Slightly more complicated by you keep the text layer as text, so you can edit it (but you may have to redo
the frame....)

• Create the text layer with the text tool
  
• Layer>New layer (make sure the layer has the size of your image)
  
• Create a rectangle selection that frames your text
  
• Set the foreground color to red
  
• Edit>Stroke selection (choose "line mode") (in this case, the frame will be on its own layer)
  

(*) which is the important point. The text layer has little margin around the characters, so your frame would likely not fit in it (Gimp will not paint outside the layer boundaries). By doing so you enlarge the layer to make the frame fit inside.
