damaged photo

I am trying to repair this badly damaged b&w old photo. I have tried heal and clone tools , but they dont help much. The dress is supposed to be off white color. But using paint brush is ok, but when I change mode to overlay or softlight, the damages reappear.
I also trie wavelet decompse, but this also did not help.

Can you please suggest the best way to repait this photo. 
I have left out the face.

Hard task.
It might be best to first try to approach the "off white" tone. With Colors - Color To Alpha was the idea I had.
There must be other better options.

Dear Krikore,

I think the damages has to be repaired first. Because it is showing through all color changes. Is heal and clone the only option to rpair. Are there any other scripts or methods to repair the damage..

There is some option called heal selection from resynthesizer plugin.

Yes that is to heal a larger selection  repeatedly. I have tried it. It is good ofcourse. But still doesnt solve the problem.
