I think something like that would be easier to make look good with a 3d program, but there is no reason why you can use popular texturing techniques for 3d in 2d.

Just draw a seamless pattern and then use that pattern to make a diffuse map, an ambient occlusion map, and then a bump map.
It isn't as good as the image in the first post, but I think the idea works.
