In case you ever come back, come to the conclusion that:
That 700 MB is such a big value that it will be worth a new install of Gimp, The latest Gimp 2.8.22 has improvements for installation and handling resources. Get it from http://www.gimp.org not other sources.
Disable the Gimp installation folder and your Gimp profile by renaming so that all your resorces are saved.
Then check the memory usage of the new Gimp.
Fonts do make a difference but not 100's of MB.
With fonts disabled and no scripts/plugins loadedÂ
With system fonts and about 100 fonts in the Gimp Profile.
The difference is noticeable but not that great.
Combined with the other problem, look for broken installation.
