Trying to find out what is going on in Windows Gimp 2.10.32 and failed miserably. The effect also applies to the Newsprint filter and no escape using Ofnuts engrave python plugin 
A quick fix while editing is into the GEGL Hue-Chroma and bump Lightness up a tiny amount. Bound to be other temporary fixes as-well. The next layer mode down Linear-Burn also works without the effect and perceive-ably no different to Burn mode.
