If you really want a very clean (as new) Gimp install
1) Use the Windows Uninstall for Gimp
2) There might be third-party plugins left over, so if there is still a C:\Program Files\GIMP 2 folder remaining, delete it.
3) All your settings that are carried over between Gimp installations are in your User Profile
C:\Users\"yourname"\AppData\Roaming\GIMP\2.10\ Delete it.

Now you can re-install (as Windows users frequently do) Gimp.
You could also try as an alternative
Edit -> Preferences -> Tool Options then Reset Saved Tool Options to Default Values
I suspect it is not Gimp at all, give a screenshot of you using the Scale tool showing all the tool options.
