Yes, delete all the files in it. There is a specific gmic for Gimp 2.10 https://gmic.eu/download.shtml the 2.8 gmic does not work.
Get the installer, it correctly installs all the files to a sub-folder of plug-ins and works straight away.
Any other plugins will still be in C:\Users\your-name\.gimp-2.8\plug-ins Copy them over one or two at a time and try them out. Not all old plugins work with Gimp 2.10
