Your version is fine. "Gimp crashing when "updating tag cache" seems associated with invalid "resources", in particular invalid brushes.
So, have you added anything in your Gimp profile yet (are you migrating from an earlier version)? If so remove the profile (rename it...) and try again.
If this is a completely virgin installation (no Gimp profile), that would point to some invalid brush/pattern in the installation, which would mean a corrupt install file. In that case I would trya re-install, after downloading the file again, and checking size and MD5 hash.
Needless to say, files should be downloaded from a trusted source; either the Gimp official site (http://download.gimp.org) or Partha.com (builds with popular plugins pre-installed, but don't fall for v2.9.5 yet, get the 2.8 version)
