I can see the gmic_gimp focal plugin does not show in kubuntu 20.04 the name does not matter.

By rights it should not work, it uses the QT libraries from Mint19 Worth a try.
Try deleting the pluginrc file and let gimp scan the plugins again. Might be an old setting causing problems. edit: I see you already did this
edit: refresh the filters as well. Can't think of anything else at the moment. The problem should reallly be sorted out by the appimage maintainer across at pixlus
