As displayed, the "#" marks a comment line. Normally, it's a tab between the IP address and the name. Once you have done this, before trying to use it in your browser, using "ping gimpchat.com" in a command window. It should not display "unknown host", but instead display the address you entered and, hopefully, return an acceptable ping delay (~100ms).
So current members that read this can access GC and use it normally. But random internet users won't find it until they read this...
So Omega just has to fix the DNS problem....

Further edit: Seems to be running again...
Those lines should be entered (added) as you posted or with the # in front as in the example lines in the file?
I tried both ways, unsuccessful (I mean: I succeeded in updating the file entering the lines as admin, but when trying to access gimpchat I got the usual error; tried with 2 different browsers, default win10 browser and firefox)
