When I draw some shape, how to make halo effect/look like this :

Not exactly the same as your example, but might suit your needs.
A plugin called Layer Effects has an Inner Glow option. Available from here: http://registry.gimp.org/node/186 Play around with that, stroking a path and opacity and you can get something similar. Another option is to use a shaped gradient. Again, play with opacity. |
