Well worth looking at the meet-the-gimp videos.
You might get close using standard Gimp tools.
1. Open image, desaturate it. Colours -> Desaturate The luminosity option usually the best. screenshot: https://i.imgur.com/TDfi9hp.jpg
2. Add a layer and fill it with blue. Set the layer mode to Screen https://i.imgur.com/yUd8y6o.jpg
3. Create a new layer from the previous: Layer -> New from Visible. Apply the Newsprint filter to that Filters -> Distort -> Newsprint. Adjust the settings to suit. https://i.imgur.com/JDC1LEf.jpg
Different era, looks like this, should have used a smaller cell size, but the general idea:
