Help with paintbrush tool

How do I detect/fix the empty clipboard thing?

Pixel lock is the only thing I haven't heard of before. How do I detect/fix?

2) Edit>Preferences>Toolbpox and select "Show active brush, pattern, and gradient" this will add this indicator     to your toolbox, with which you can quickly determine if there is a usable brush:
