I already have a clothing picture but its the design and lighting around it that i can't seem to create. If anyone has any idea i'd greatly appreciate it.

That downloads here at 109x83 pix. Too small to comment on. Have you a larger version and a bit more explanation of requirements would help

It's a product icon from a shop in a game called "IMVU". I create products on there and get some money for it but my icons aren't as good as the ones that look similar to that so i'm trying to find out how i can improve. Here's more of the icons she does. If you can't figure it out due to the size of the picture i understand.

I was hoping you would give a clue to the sort of images you are producing as well as the end result.
I will start the ball rolling with a suggestion. The G'mic plugin has some possible filters. http://www.gmic.eu and http://gmic.eu/download.shtml - very first section G'MIC plug-in for GIMP This, typical cyclist with 5 bananas clamped on head. http://i.imgur.com/sncfSCf.jpg Small image and needs scaling down, but I think you need to work on something larger for effect. Recommend playing around with values. Do not be afraid of applying the same filter twice for strong results.

You are limiting yourself if working on that size image, if possible use larger images and as a final step, scale down to that thumbnail size. Gmic again, the 'illustration filter followed by one from the lights & shadows section. Plenty to try, experiment and ctrl-z (undo) is your friend.
