They add a bug tag for just about anything. Do not hold your breath.
This is your procedure:
Must confess I do not understand that, I suspect a language issue.
I make an image with 3 layers, export as a some-name.psd
Close image
Open just saved some-name.psd file.
It has the 3 layers as original.
Nothing merged. Using a Kubuntu 16.04 + flatpak Gimp 2.10.4

Quote:1. Create 3 layers in GIMP 2.10.4 and export them as PSD files. (Draw a few strokes on each layer as a marker)
2. Then use GIMP to open this PSD file with only one layer. At this time, there are 3 layers in the PSD file, but GIMP will display the layer as a merged effect.
