How can I transform full image/layer?

I am having an issue using transform tools on a layer that has content outside of the image bounding box.
Unified transform or any kind of transform clips the layer/content to what is visible in the bounding box instead of letting me transform the full selection.
I've tried selecting all of the content from alpha to selection. I've tried Layer to boundary size. Using the move tool lets me move the full contents, but transform does not transform the full content. Here is a link to a gif recording of what is happening.

Hard to say because the Tool Options dock is not visible in the gif animation.
I suspect you have an invisible selection (View > Show Selection is uncheked) and the transform mode of the Unified Transform Tool is set to Selection (instead of Layer).

Very difficult to give an opinion, I looked at your ad animation any number of times and can see the layer truncated but not what leads up to that effect.

Where are the toolbox options? What settings do you have?

Using Windows but what version of Gimp ? ( look in the menu Windows -> About) As far as I can recall, not a bug but might be with an older version of Gimp.
