I suppose I would be confused as well, if my Gimp started up in say, Slovak.
If you do want to try Gimp and are not just posting to slander Gimp then you could try the samj portable version which has various 'language launchers' one of which is English
Always assuming you are using Windows since you neglected to state OS.
