1) Colors > Color to Alpha Accept default white.

4) Repeat 3) for the other layer.

5) Make both layers visible.

6) Add a new white layer

7) Move the white layer to the bottom.

What you now have should be the same as the xcf I posted earlier.

8) Select a seagull layer and use the Move tool to move it around.
