You will not get a Gimp 2.1 - I started off with Gimp 2.2 (Windows) 20 years ago.
To get anything pre Gimp 2.10 old for your Mint 20.3 you would have to compile Gimp from source. Not for the faint hearted. Mint 20.3 is based on Debian "focal" and I can not see anything pre-made for that version.
There are deb packages around for Gimp 2.8 example: https://launchpad.net/~otto-kesselgulasc.../+packages but these are eatlier than "focal". Might work or might break your installation.
There is at least one ubuntu spin-off that comes with Gimp installed - UbuntuStudio
example: https://cdimage.ubuntu.com/ubuntustudio/...4/release/ but this is a "live" distro to run off a usb.
As you say, you have already investigated old options, not holding out much hope
