A Blender texture ? Probably more than just a simple answer required. How many rows and columns of images ?
Nothing like MS ICE for Gimp. As previous post there is Hugin, but more aimed at stitching a scenic view rather than a texture. Might not be suitable for a 'flat' image.

I sometimes use this to stitch geographic maps together, not so easy to use.
Just a comment, for 3D textures there is usually more involved than just a single image, there are associated normal maps etc. Any clues as to the images you are combining ?
Edit: Only just see your image of a wood texture, Making really good seamless texture is a bit of a dark art. The attached straight out of resynthesier plugin with make tile-able set.
It is seamless but not perfect a there is a obvious repeating section if you fill a large canvas.
