My institution vets any download I request. Their cyber security system blocked downloads from the Gimp website. Thus Gimp is not accessible.
By comparison no problem download and install LibreOffice and Irfanview
We tried to access Gimp via Softronic. Blocked access here too.
Any suggestions?

Yes...here is the suggestion:
unless you are in some sort of business which deals with image processing - your institution is 100% right. Work is for working, and downloading stuff from the net while you are on the clock is usually not permitted...Download GIMP at home on your own time.

A friend of mine has a similar situation, but he has no imposition... It is the browser that issues warnings, but just confirm "that you have become aware of the thing" and move on.
Sometimes Windows Defender also issues alerts... and after checking with VirusTotal that the file is "acceptable" (two false positives are a rule) you can go ahead with installing.
If you use a download manager like Uget or Persepolis or a browser like Librewolf the warnings are fewer.

Gimp can also be found on the Microsoft store.
