can't post to the GIMP 2.10 forum

I'm new to this forum, only been a member about a month. I am using GIMP 2.10 and would like to ask questions in that forum. However, whenever I go to that, I do not have the "New Thread" button to ask a question, so I keep asking in the general forum. I've peeked in most of the other forums and I have the "New Thread" button above the "Mark this forum read | Subscribe to this forum" options. Is there something that I'm missing as far using the 2.10 forum? I've included a screenshot of what I see when I go to the forum.

For that particular section, for the reasons shown in the description, while you can add to existing posts you can not start a new topic.

Depending on the subject, use one of the other sections. Not sure which one to use? Post in the General section and if required it will be moved.

I totally spaced out by the line "You can no longer ask questions here." Oops! Thanks for drawing my attention to that.
