Well, somehow there is always something behind the transparency because they haven't invented fully transparent displays yet... So each image viewer has a default background for transparent things, and yes, Firefox uses a light grey.

Start dragging, then depress the shift key. You ellipse will become a perfect circle.

In regular Gimp: Filter>Render>Gfig but IMHO it is barely usable
