Gimp exports to PDF 1.5 (as of 2.10). PDF/A is mostly a set of restrictions on PDF. Since Gimp's PDFs are very basic and only contain raster images (no text, & fonts, audio, video, encryption, javascript...) the only problem could be with the color profile of the images.
