Polar Coordinates, not working right?

I'm either not doing something right or something isn't working right. LOL

But I'm trying to get a radial starburst effect from the center of my eye that I'm working on, and I can't seem to get the polar coordinates to work like I think they're supposed to work?

I created a radial gradient to get my lines, and then trying to apply the filter to the gradient but it isn't giving me the "star burst from center" effect if that makes sense? Or also known as speed lines...

I uploaded a screenshot. I'm not sure what I'm doing wrong?

I had a search and not able to find a radial speed lines, only linear, wind effects.

You might try this old script, sunray.scm  It makes a selection, then up to you to put in some effect.
1) is a radial blur.
2) is a stroke selection.
3) is a fill selection.
