Porblem with moving tool

hi! i just started with Gimp and never been using programs like this before
so am realy new to this...

but my project took a suden stop when i could not move my layers eny more? 
i always get this marker up every time now even if i start a new file..
witch is enoying now

What do i have to do to get this gone....

In the Tool Options are 3 move options:
Layer, Selection, Path

You probably have the 2nd one (selection) active.
Select the 1st option, Layer.
