If your work is saved in sRGB mode, then physically it will be the same between the devices. Might not be displayed the same
Are are your images in Indexed mode?
Very probably differences in the display between computer and phone. What does your work look like in a Windows image viewer? Is it different from viewing in Gimp?
Gimp colour management by default is on. This can be turned off on an image basis from the view menu, the image menu or in the Edit -> Preferences menu. example

AFAIK Windows viewer does not use color management - see:

Then is it all images or just your work? Get a third party image from somewhere. Look at it in Gimp. Look at it in Windows viewer Look at it in the android phone. What are the differences?
For past experience, computer monitor / display are set too bright. Not many users ever bother to change settings. Even more so for phones. Chances are your computer is less bright than your phone.
Then there is the image viewer. If using a web browser, most new browsers are color-managed. The exception is
the default Android Internet browser.
All sorts of things to consider.
