It might not be possible to print your card to A6 using Gimp.
There is a long standing Windows print bug which forces the paper size to USLetter/A4 depending on region.

Guessing that is a similar error as your HP printer. Still no fix that I can see, with Gimp 3.0
The usual solution is use some other program for printing. Often LibreOffice is advised, but it is a big program to use just for printing. You could try a PDF viewer program for printing. If you already have on try it out otherwise as an example

What ever you use, make sure the printer driver settings match your requirements.
I do not have a HP, this is my Brother printer, but whatever HP uses, look out for Paper Size (A6) Orientation - (portrait/landscape) Scaling (fit to size) Those settings might be in both dialogues. (1) PDF reader (2) Printer Settings. Looks more complicated than it is. Take one section at a time.

Making a template. It depends how much you need to insert. Templates are usually multilayer files, so always Save as a Gimp .xcf file.
Making one from your example. It does suffer from artifacts, it might have been a jpeg image at one time. So i recommend replacing the striped background. There was no information on fonts in the PDF, it is all graphic files, but I found a reasonable match. Look for RoadGeek 2005.
These tend to be large files but attached Gimp xcf might get you started. Big learning curve for a new user.
