Your file is a RAW format. You will probably be better off using an application such as RawTherapee to open and convert to a usable format. However I am not that particular and use the Gimp nufraw plugin.

Edit: Going back to the image: It has a lot of noise, typical night time exposure. This with as much de-speckle (using gmic) as practical and still noisy. Cloned out some of those bright spots. https://ibb.co/s28pm5L edit-again Should have cloned out the building behind his left shoulder
