Two possibly different problems here:

1) Gimp is slow when doing graphics operations (say, a Gaussian blur): the new Gimp can try to use the graphics card as a "super-CPU". If it does and the card driver isn't too good for this, this may make Gimp slow. This is enabled/disabled with Edit > Preferences > System resources > Hardware acceleration > Use OpenCL. If it it not set, set it, and if is set, disable it, and see if it changes things.

2) Gimp is slow for general UI (sluggish dialogs, etc...). Then, no idea Smile

Also what is your RAM size and what is the value of Edit > Preferences > System resources > Resource consumption > Tile cache size?
