On the Partha's page I read this statement:
"File Association
Remove all references to the software you are installing from the registry and then use Windows to associate this version with your desired image formats. "
And would like to know if it refers to replacing "PhotoViewer.FileAssoc.Tiff" with some instruction related to GIMP 2.10? Can you explain to me what Partha is referring to in this excerpt from his tutorial?
I did look at your screenshot, not a good idea to edit the registry in that manner unless you are certain you know what you are doing.
Seems to me you have two questions.
Last one first. Using partha's gimp you will need to set file associations for this version. Plenty of examples on the internet if you do not get the following.
First thing to get is the Windows 10 file association settings: Do a search for associations - choose Change file type...

Now a lot in one screenshot (1) For any particular image type - say .jpg - click on it (2) that gives some options but not Gimp so click on More apps (3) Still no Gimp so click on Look for another app (4) Browse and find GIMP-2.10.n.exe and click Open. screenshot https://i.imgur.com/NJgISt2.jpg
Windows is a PITA, you need to do that for each file type you use, .png .tif Clicking on an image opens in Gimp..example https://i.imgur.com/aonn9aN.jpg

The earlier question was enabling the Windows 7 photoviewer in Windows 10 in the (vain) hope that it makes thing faster.
Editing the registry for this is a bit complicated, thankfully there are something.reg files around to do the job for you.
see this page: https://www.tenforums.com/tutorials/1431...-10-a.html
Download the file Restore_Windows_Photo_Viewer_CURRENT_USER.reg Click on that gets a sequence like this. https://i.imgur.com/i1ZM1PY.jpg
Now back to the Win 10 Change Associations. https://i.imgur.com/XT9Bm8W.jpg
There is now an option for Windows Photo Viewer choose that https://i.imgur.com/lQrmQdI.jpg repeat for the other file types you use.
That will open an image in the old Win 7 viewer. https://i.imgur.com/IgicyR0.jpg

Very difficult to diagnose a flaky windows installation at a distance, could be all sorts slowing things down, Anti-virus is always a suspect, anything running in the background.
