Are you talking about the 'Smooth Stroke' option ?
Yes, its supposed to slow your drawing process down, thats why it has a slider called 'Weight'.
'Quality' smoothes the brushstroke, a bit like smoothing does in Inkscape (in case you are familiar with it).
I tried an external plug-in once, called 'Lazy Nezumi', which does something similar with more options, but i couldnt make much use of it, so i ditched the free trial and saved some money
