When did you download the Gimp 2.10.18 installer you used?
There is an updated Windows Gimp 2.10.18 rev 1 from yesterday ( 7 March 20) that fixes the selection box problem for brushes / fonts / colour ...etc..
Still not available from the gimp.org main page but is there
