Version 3 seems to have installation issues.

Still on Windows 10 and have had no issues with previous GIMP versions.

However versions of 3 have an issue.

The installation appears to have no issues and on completion asks you if you wish to start the program. You say yes and the interface for version 3 opens with no problem. However (whether you pin it to the taskbar or not) on closing it cannot be opened again as it has been installed and defaults to the exe for the previous version.

Foolishly I thought if I uninstalled that version a new 3 would be set up but there appears to be no way to say where the new version would be located so it fails.

In the App Data there are separate folders for each version but I cannot find an exe file.

I have therefore had to reinstall an earlier version and the latest download I could find is 2.8.22 although I am sure I had perhaps 2.10. 

What am I doing wrong please.

You are probably looking at the Gimp User profiles.  
Windows Gimp 3.0 now defaults to C:\Users\yourname\AppData\Local\Programs\GIMP 3\  Unless you set some other location.

Some years ago, I downloaded GIMP 2.8 on Windows 10. It was installed in "C:\Program Files\GIMP 2".

In 2020, my notes show I downloaded GIMP 2.10 on Windows 10. I cannot locate the installation directory. Like you, I
cannot find to run it on my old computer, but I'm almost certain I have in the past.

In 2023 (new computer), I downloaded GIMP 2.10 on Windows 11. I chose the install directory "C:\Program Files\GIMP 2". It runs fine.

All the above were downloaded directly from GIMP website.

Today, Apr 2, 2025, I found GIMP 3.0.2 on Microsoft Store and clicked "GET". It automatically installed it without asking about where to install or desktop icon. After much searching, I found the executable in "C:\Program Files\WindowsApps". (The folder is not accessible under normal privileges.)

I can run both versions 2.10 and 3.0 on Windows 11 from Start Menu.

So maybe try to uninstall and re-download. I'd suggest downloading from GIMP website rather than Microsoft Store. I'm guessing it will give you install options.

Very many thanks, that has solved my problem.

I would never have found the exe file in a million years!!

It now pins to the task bar and opens normally.
