This kind of mixed effect is always done the same way:
* You copy the picture to a second layer (on top)
* You apply the effect on the whole image on the second layer (here a simple-minded Oilify
* You create transparency in the top image where you want parts the original image. There are several ways to create that transparency, the most immediate is the eraser, but you probably want to use a layer mask for more control.
