More silly suggestions
A networked installation ? Is there a Gimp shortcut to click on ? What does the path to the installation show in the shortcut. However even as a remote installation I suppose Gimp will still make a User Profile under your account and BIMP should work from there (but does not ?) Permissions problem ?
Problem solved with an even more silly answer
Answer: I uninstalled GIMP, then right click on the downloaded .exe > "Run as Administrator" instead of the "usual" double click, then this time GIMP did install in "Program Files" and BIMP ran the same way, did find its way without any problem
