clean document

I have old documents which have yellowed and have what appears
to be dirt in different areas which is blotchy.  I have tried using copy
tools, selecting an area which is just yellow and cleaning the darker
areas until they are yellow, it works but it is very time consuming.

Is there a way to remove a layer of dirt like this over the entire
document?
